ADOPTION OF AGENDA
COUNCIL MEMBER ANNOUNCEMENTS
NON-AGENDA PUBLIC COMMENT Members of the public are entitled to speak for 5 minutes per speaker on matters of municipal concern not on the agenda, during consideration of that portion of the meeting agenda entitled “Public Comment” when the Mayor calls that item. However, the Mayor has the discretion to limit speaking time when it is reasonable under the circumstances, including when there are many items on the agenda or a high volume of members of the public who intend to speak. The Mayor also has the discretion to extend the time to speak. The Mayor shall limit or extend speaking time in a consistent manner that is not based on the content or viewpoint of the speech. The Council may; however, briefly respond to statements made or questions posed by the public, ask for clarification from staff, refer the matter to staff, request staff to report back on the matter, or request staff to place the matter on a future agenda. Members of the public may also submit Public Comment on matters of municipal concern not on the agenda via email at PublicComment@yville.com.

PUBLIC HEARINGS
A. Adopt Resolution 24-4273 to amend the Sixth Cycle (2023-2031) Housing Element (the “Revised Housing Element Update”) of the Town of Yountville General Plan.
B. Adopt Resolution 24-4274 approving the Major Subdivision Tentative Map, Preliminary and Final Master Development Plan, Density Bonus Concession and Waivers, Design Review, Tree Removal, and Fence Extension with Conditions of Approval for the 1980 Yountville Cross Road Project, and find the project exempt from the California Environmental Quality Act under CEQA Guidelines Section 15332 as an Infill Development project.

Adopt Resolution 24-4275 Calling and Giving Notice of the Holding of a General Municipal Election to be Held on Tuesday, November 5, 2024, for the Election of two Council Members and Requesting the Board of Supervisors of the County of Napa to Consolidate and Render Specified Services to the Town Relating to the Conduct of the Statewide General Municipal Election to be held on the same date.
