PROCLAMATIONS AND RECOGNITIONS
A. Proclamation – National Public Works Week 2025.
NON-AGENDA PUBLIC COMMENT Members of the public are entitled to speak for 5 minutes per speaker on matters of municipal concern not on the agenda, during consideration of that portion of the meeting agenda entitled “Public Comment” when the Mayor calls that item. However, the Mayor has the discretion to limit speaking time when it is reasonable under the circumstances, including when there are many items on the agenda or a high volume of members of the public who intend to speak. The Mayor also has the discretion to extend the time to speak. The Mayor shall limit or extend speaking time in a consistent manner that is not based on the content or viewpoint of the speech. The Council may; however, briefly respond to statements made or questions posed by the public, ask for clarification from staff, refer the matter to staff, request staff to report back on the matter, or request staff to place the matter on a future agenda. Members of the public may also submit Public Comment on matters of municipal concern not on the agenda via email at PublicComment@yville.com.

ADMINISTRATIVE / REGULAR ITEMS
A. Adopt Resolution Number 25-4359 approving the Employment Agreement for and ratifying the appointment of Beverly Wilmore as the Deputy Director of Marketing and Economic Development.
B. Adopt Resolution Number 25-4360 approving first Amendment to the Employment Agreement of Deputy Public Works Director, Rosalba Ramirez.
C. Adopt Resolution Number 25-4361 adopting the Mid-Cycle adjustments for budget year two of the Biennial Budget for Fiscal Year 2024/2025 and 2025/2026, Appropriations (Gann) Limit and salary ranges for Fiscal Year 2025/2026, approving $2,000,000 usage of Drought Water Reserve Fund 57 and $1,000,000 usage of the Water and Wastewater Utility Enterprise Capital Projects Restricted Fund 06 to support the 1 Million Gallon Water Storage Tank Project WA-0019, and reaffirming existing policies (General Finance Policy, Town Investment Policy, Fund Balance Policy, Use of Long-Term Debt Policy, OPEB Trust Investment Policy, Utility Enterprise Rate Policy, Use of Drought Water Reserve Policy, Use of Water and Wastewater Utility Enterprise Capital Projects Restricted Fund Policy).
