COUNCIL MEMBER ANNOUNCEMENTS

PROCLAMATIONS AND RECOGNITIONS

NON-AGENDA PUBLIC COMMENT Members of the public are entitled to speak for 5 minutes per speaker on matters of municipal concern not on the agenda, during consideration of that portion of the meeting agenda entitled “Public Comment” when the Mayor calls that item. However, the Mayor has the discretion to limit speaking time when it is reasonable under the circumstances, including when there are many items on the agenda or a high volume of members of the public who intend to speak. The Mayor also has the discretion to extend the time to speak. The Mayor shall limit or extend speaking time in a consistent manner that is not based on the content or viewpoint of the speech. The Council may; however, briefly respond to statements made or questions posed by the public, ask for clarification from staff, refer the matter to staff, request staff to report back on the matter, or request staff to place the matter on a future agenda. Members of the public may also submit Public Comment on matters of municipal concern not on the agenda via email at PublicComment@yville.com.

CONSENT CALENDAR

PUBLIC HEARINGS

A. Adopt Resolution Number 25-4379 conditionally approving the Design Review Application for a project located at 6526 Yount Street and finding the proposed project to be exempt from the California Environmental Quality Act (CEQA).

B. Introduce and waive first reading of Ordinance Number 25-534 adding Chapter 17.174 (“Entertainment Zones”) to Title 17 of the Yountville Municipal Code establishing an Entertainment Zone and finding the code addition and establishment of the Zone exempt from the California Environmental Quality Act (CEQA).

C. Introduce and waive first reading of Ordinance Number 25-535 adding Chapter 17.202 (“Temporary Use Permits”) to Title 17 of the Yountville Municipal Code establishing an administrative process for temporary uses and finding the code addition exempt from the California Environmental Quality Act (CEQA).

ADMINISTRATIVE / REGULAR ITEMS

A. Adopt Resolution Number 25-4380 reaffirming the naming of the kitchen at the Community Center after Barbara Dulinsky and naming the redesigned barbecue and outdoor kitchen “Bud’s Barbecue” after Bud Dulinsky.

B. Adopt Resolution Number 25-4381 authorizing the Town Manager to execute a three-year on-call Agreement with KNN Public Finance to provide financial advisory services for a total Agreement amount not to exceed $100,000.

C. Adopt Resolution Number 25-4382 authorizing the Town Manager to release a Request for Qualifications from design-build entities to qualify to provide design-build services for the Yountville Commons Civic & Workforce-Housing Design-Build Program.

D. Introduce and waive first reading of Ordinance Number 25-537 amending Chapter 13.18 to comply with new regulations from the State Water Resources Control Board for the Town’s Water Enterprise to administer and operate a cross-connection control program for the potable water distribution system.

E. Adopt Resolution Number 25-4383 awarding the contract for the Yountville Crossroads Main-Valve Insertion Project Number WA-3026, to Benchmark Civil Construction out of Napa, CA for $71,260, and authorizing the Town Manager to execute a construction contract, change orders and amendments up to the WA 3026 budget amount.

F. Adopt Resolution Number 25-4384 approving an Amendment to the Town of Yountville Personnel Rules and Policies.

G. Consider and discuss approving the proposed Town Council meeting calendar for calendar year 2026 and approving closing Town Offices for a Winter Holiday Break in 2025.

H. Approve the formation of a Business Relations and Economic Development Ad Hoc Committee comprised of two members of the Town Council.
