ADOPTION OF AGENDA

APPROVAL OF MINUTES

PUBLIC COMMENT ON MATTERS NOT LISTED ON THE AGENDA Members of the public are entitled to speak for 5-minutes per speaker on matters of municipal concern not on the agenda, during consideration of that portion of the meeting agenda entitled “Public Comment” when the Chair calls that item. However, the Chair has the discretion to limit speaking time when it is reasonable under the circumstances, including when there are many items on the agenda or a high volume of members of the public who intend to speak. The Chair also has the discretion to extend the time to speak. The Chair shall limit or extend speaking time in a consistent manner that is not based on the content or viewpoint of the speech. The Board may briefly respond to statements made or questions posed by the public, ask for clarification from staff, refer the matter to staff, request staff to report back on the matter, or request staff to place the matter on a future agenda.

PUBLIC HEARINGS

A. Consideration of a Resolution recommending the Town Council (1) repeal and replace Section 17.08.010; add Chapter 17.46 (“C, Commons”); and amend Sections 17.08.050, 17.156.030, 17.162.020, 17.176.010, 17.236.010, and Table 17.12-1 of Section 17.12.010 of Title 17 (“Zoning”) of the Yountville Municipal Code; (2) amend the Yountville Zoning Map to establish the Commons Zoning District; (3) amend the Land Use Element of the Yountville General Plan; (4) approve and adopt the Tentative Subdivision Map for The Yountville Commons Project located on APNs 036-070-026 & 036-070-025; and (5) approve and adopt an Addendum to the 2019 Final Environmental Impact Report for the Envision Yountville General Plan Update for the Project.

ADMINISTRATIVE ITEMS

A. Approve request to cancel the Zoning and Design Review Board meeting scheduled for January 13, 2026 due to the special Town Council meeting scheduled at 3:00 p.m.
